If you go to C-NET'S site at: http://www.download.com, you can do a search using the terms "web design" or "web development," and further narrowing your search by specifying "license type = freeware" to target freeware programs, which will yield about 142 programs that you can further research. Hope this helps.

I'm sorry dbeanie, it seems at the moment there is no pro for web design present or has the time to answer.
I'm pretty sure you'll find some answers on gizmo's Techsupportalert.com
Search results for Gizmo's Freeware websiteIf not try to research via Google, there are reviews about everything.
Good luck.

I'm a web designer but I use Adobe Dreamweaver which is far from free lol. I'm sure there are some good free alternatives out there but none come to mind for me, sorry.

I ran across this 1 couple days ago, but am not able to rate its' usefulness :
Google Web Toolkit (GWT) is a development toolkit for building and optimizing complex browser-based applications. Its goal is to enable productive development of high-performance web applications without the developer having to be an expert in browser quirks, XMLHttpRequest, and JavaScript. GWT is used by many products at Google, including Google Wave and the new version of AdWords. It's open source, completely free, and used by thousands of developers around the world.
